TestLoadBalancer and TestHealthCheckNodePort still had iptables rules
checks, but they also have sufficient runPacketFlowTests checks to
cover everything we care about.

(This leaves only TestOverallIPTablesRules and
TestSyncProxyRulesRepeated using assertIPTablesRulesEqual.)
