remove alpha when running cloud-controller-manager with hyperkube
**What this PR does / why we need it**:
We used to use `hyperkube alpha cloud-controller-manager` to run ccm. The alpha was dropped from the command in e48847e6ce (diff-dfaeb837c577bcd60dd9105c43427a35R118)
