Extend kubectl describe for networkPolicy
**What this PR does / why we need it**:
Recently `networkpolicy` was allowed podSelector and namespaceSelector to be specified together in a NetworkPolicyPeer, so we need to extend `kubectl describe` for networkpolicy.
