Only run the systemd-journal plugin when on a platform that requests it. The plugin crashes the fluentd process if the journal isn't present, so it can't just be run blindly in all configurations. |

Some addons need to be configured slightly differently when running on the
Google ContainerVM Image (GCI). This directory serves as a place to store yaml
manifests that need to differ slightly from the ones under
cluster/saltbase/salt.
