Support api chunking in kubectl get

This enables chunking in the resource builder to make it easy to
retrieve resources in pages and visit partial result sets. This adds
`--chunk-size` to `kubectl get` only so that users can get comfortable
with the use of chunking in beta. Future changes will enable chunking
for all CLI commands so that bulk actions can be performed more
efficiently.

`kubectl get` will by default fetch large lists of resources in chunks of up to 500 items rather than requesting all resources up front from the server. This reduces the perceived latency of managing large clusters since the server returns the first set of results to the client much more quickly.  A new flag `--chunk-size=SIZE` may be used to alter the number of items or disable this feature when `0` is passed.  This is a beta feature.

External Repository Staging Area

This directory is the staging area for packages that have been split to their own repository. The content here will be periodically published to respective top-level k8s.io repositories.

Repositories currently staged here:

The code in the staging/ directory is authoritative, i.e. the only copy of the code. You can directly modify such code.

Using staged repositories from Kubernetes code

Kubernetes code uses the repositories in this directory via symlinks in the vendor/k8s.io directory into this staging area. For example, when Kubernetes code imports a package from the k8s.io/client-go repository, that import is resolved to staging/src/k8s.io/client-go relative to the project root:

Once the change-over to external repositories is complete, these repositories will actually be vendored from k8s.io/<package-name>.
