Remove knob of equiv class in perf test
**What this PR does / why we need it**:
The ecache knob is controlled by feature gate now:
```go
// createSchedulerConfigurator create a configurator for scheduler with given informer factory and default name.
func createSchedulerConfigurator(
clientSet clientset.Interface,
informerFactory informers.SharedInformerFactory,
) scheduler.Configurator {
// Enable EnableEquivalenceClassCache for all integration tests.
utilfeature.DefaultFeatureGate.Set("EnableEquivalenceClassCache=true")
```
We don't need to pass a flag (and it is not used).
