Specify node labels for fakeVolumeHost
**What this PR does / why we need it**:
Adds ability to set arbitrary node labels to type `fakeVolumeHost`.
Allows creation of tests of code that depends on reading node labels using `fakeVolumeHost.GetNodeLabels() `.
