Lubomir I. Ivanov ceb768ccbd kubeadm: apply patches to static Pods
Add PatchStaticPod() in staticpod/utils.go

Apply patches to static Pods in:
- phases/controlplane/CreateStaticPodFiles()
- phases/etcd/CreateLocalEtcdStaticPodManifestFile() and
CreateStackedEtcdStaticPodManifestFile()

Add unit tests and update Bazel.
