vmm: Factorize VFIO PCI device creation
This factorization is very important as it will allow both the standard codepath and the VFIO PCI hotplug codepath to rely on the same function to perform the addition of a new VFIO PCI device. Signed-off-by: Sebastien Boeuf <sebastien.boeuf@intel.com>
