virtio-queue: Move to upstream crate from rust-vmm

Now that all the preliminary work has been merged to make Cloud
Hypervisor work with the upstream crate virtio-queue from
rust-vmm/vm-virtio repository, we can move the whole codebase and remove
the local copy of the virtio-queue crate.
