The other workspace members in the Cloud-hypervisor workspace
currently declare anyhow version 1.0.94, but the tpm crate
has an older version. This inconsistency is addressed by this PR
which opens the door for declaring anyhow as a workspace dependency.

Modify `Cargo.toml` in each member crate to follow the dependencies
specified in root `Cargo.toml` file.

If swtpm becomes unresponsive, guest gets blocked at "recvmsg" on tpm's
data FD. This change adds a timeout to the data fd socket. If swtpm
becomes unresponsive guest waits for "timeout" (secs) and continues to
run after returning an I/O error to tpm commands.

Add SocketDev struct. Methods in SocketDev will be used to read & write
to Ctrl channel created by swtpm.
