Skip micro_ prefixed tests in the metrics CI workflow to avoid
dashboard pollution. They can still be run on demand via
--test-filter micro_.

We are moving the metrics and rate-limiter workers to a bare-metal
system, so that we can have more consistent results (particularly for
the block device metrics)
