003e878344 build: Parallelise docker container build
Build both targets in parallel and then recombine them into a multiarch
digest later. This matches the official docker/build-push-action
multi-platform pattern and preserves the existing tagging behaviour.

a4f0a18fb5 ci: update Docker image to use nextest 0.9.128
Update the container image tag to trigger a rebuild. The new image
pins cargo-nextest to version 0.9.128, which supports profile
inheritance, needed for the following nextest configuration changes.

e690d258cc ci: reduce CI load by refining workflow concurrency groups
TL;DR: Would reduce CI pressure by cancelling more "unnecessary" runs
       but I can't verify without running a merge queue.

A common development pattern is to push a change and then immediately
check CI results. Follow-up fix pushes are quite common, which leads to
multiple CI runs being queued for the same pull request.

In Cloud Hypervisor, the size and cost of the CI matrix means that
several consecutive pushes (for example 3-4 in a short time) put
significant pressure on CI runners and noticeably increase feedback
latency.

In practice, concurrency handling is especially tricky for the merge
queue. From personal experience: If one does not take special care, CI
runs triggered by a `merge_group` can cancel each other, as in a merge
queue there are two runs for each job by default: one for the normal PR
and one for the merge commit. This is easy to run into, also because the
available documentation and best practices for this feature are not very
good.

At the same time, our workflows do not run on `push` events, but only
on `pull_request` and `merge_group`. Because of this, using
`${{ github.ref }}` alone as a concurrency key is not very meaningful,
and in practice only few runs are actually cancelled for successive PR
updates. Therefore, we should improve the usage of this feature.

This change tries to improve the situation by refining the concurrency
group key. The goal is to keep cancellation for multiple PR pushes,
while at the same time preventing unintended cancellations in the merge
queue by separating `merge_group` runs from regular PR runs.

6768a13d95 build: Bump MSRV to 1.82.0
We are having complains from Rust 1.86.0-beta.1 (f0cb41030 2025-02-17)'
clippy, which suggests us to replace `repeat().take()` with
`repeat_n()`. While `repeat_n()` is stablized in Rust 1.82.0.

Update image to 20250307-2 because MSRV in Dockerfile is updated.

5cb5115456 build: Fix spdk in linux/arm64 image
The reason `test_vfio_user` fails is as @likebreath pointed: our ARM
host does not support SVE, while the nvme_tgt binary built from the
container image requires it. As a result, we encountered a SIGILL when
running the nvme_tgt binary. This also explains why this is not
happening when the container is built on the same host itself.

And quote from @rbradford:

When a job is run on one of the workers it looks to see if there is a
container locally matching the name as specified in the dev_cli.sh
script - if there is then it uses it. Otherwise it will try and download
it from the container registry - if that fails then it will built
locally. For the x86-64 workers started dynamically it will never have a
local version as they are a fresh VM. But on the ARM64 builder is a
local container image cache.

This can lead to an issue where if the image is build with one version
(a handcrafted datestamp) and then the Dockerfile is changed without
changing the timestamp then an old version may be fetched from the cache
or server. It is there for essential to always bump the datestamp (there
is a number after the - that can be used for this.)

However there is also the added complexity that image that is build and
uploaded to the container registry is not the same as the built locally
and thus used for the initial testing of the Dockerfile change. This
leads to the issue we have seen where different CPU compiler flags (from
-march=native) from the QEMU cross build in the hosted GHA action and
the local ARM64 build. Resulting in a binary in the remotely built
container not working locally.

We end up specifying TARGET_ARCHITECTURE="armv8.2-a" for building spdk,
and put built `python/spdk/` folder into `/usr/local/bin/spdk-nvme`.

655d512523 build: Upgrade to 24.04 in Dockerfile
`arm64` build in ubuntu:22.04 errors out with `error processing package
libc-bin`. This issue is a known issue between the binfmt (running
different architectures via QEMU) and the libc ldconfig binary running
in container. We're "suddenly" having issues as ubuntu-latest (which is
the OS version we run the GH action container with) was recently changed
from 22.04 to 24.04 and hence why upgrading the container userspace from
22.04 to 24.04 solves the problem.

Removed deprecated package `python3-distutils`.

Update image name from `20250111-0` to `20250222-0`.

db5d42ad41 resources: Fix Dockerfile to support multi-architecture
In order to support both amd64 and arm64, we rely on the TARGETARCH
variable that is passed from the docker buildx command, based on the
platform used to build the container image.

There is no way to rely directly on $(uname -m) to assign a variable
with the correct x86_64 or aarch64 values we're looking for. Both ENV
and ARG don't evaluate the command, which means they see it as a simple
string. Using RUN is the only way to evaluate a command.

3534b6932a github: Add a new action to update the Docker image
The idea is to rely on this new Github Action to detect when the
Dockerfile is updated after a push to the master branch on the
repository.

Once triggered, this action builds the Docker image for both
linux/amd64 and linux/arm64 platforms, and updates it directly
on Docker Hub.
