zdev: rename site.h to zdev.h
Add zdev-specific definitions into a lightweight header file. Rather than creating a new one, transform the existing "site.h" into "zdev.h" to house all generic zdev-specific definitions that needs to be shared between chzdev, lszdev and zdev_id going forward.
