rust/pv_core: Fix the argument order in 'LengthMismatch'

Fix the ordering of the parameters in 'TryFrom<Confidential<Vec<u8> for
Confidential<[u8; N>'. While at it, convert 'LengthMismatch' error to a
named struct.
