libekmfweb: Add EKMFWeb client library

The EKMFWeb client library provides functions to communicate
with an EKMF Web server via REST calls over HTTPS. EKMF Web stands
for IBM Enterprise Key Management Foundation - Web Edition and is
used to manage keys in an enterprise.
