19259aeb65 zipl: ship a minimal zipl.conf
Ship a minimal zipl configuration file at /lib/s390-tools/zipl.conf by
default which would help systems using BLS files, without having to
create the traditional /etc/zipl.conf file.

 - Add MIT license to all source files
 - Add LICENSE file
 - Transform REAMDE to README.md (markdown)
 - Add AUTHORS.md file
 - Add CONTRIBUTING.md file
 - Move changelog from README to CHANGELOG.md file
