de88b1c71b common.mak: introduce PKG_CONFIG
Introduce `PKG_CONFIG` Makefile variable. This helps for
cross-compilation.

4bba1058c6 Declare pkg-config as required
`pkg-config` is a well established tool and all of our required
libraries do provide .pc files. Therefore let's declare `pkg-config` as
required and use it. In addition, remove now useless code.

db6eb7d554 s390-tools: Fix Makefile install step chown warnings
Since coreutils v9.1 commit 8f31074cb ("chown: warn about USER.GROUP")
chown utility now warns about using of wrong separator for USER and
GROUP options.

a44db0f367 zdump, man pages: remove references to 'nonempty' option
In FUSE 3, nonempty is always true, and has been removed.
By default it is false on FUSE 2.

Therefore, remove 'nonempty' option from zdump and references to
the same in man pages.

5c468a220e hmcdrvfs: fix compiler warnings
Compiling against fuse3 shows 'incompatible pointer type' warnings due
to the additional function arguments in the new API.

Therefore, adjust the declarations of hmcdrv_fuse_getattr(),
hmcdrv_fuse_readdir() and hmcdrv_fuse_init() to match.

e679a88d88 Switch from fuse2 to fuse3
Fuse 3.0.0 was released in December 2016. The last maintenance release
from the 2.9 branch was in January 2019, and users are encouraged to
transition to the actively developed 3.x branch.

Therefore, adapt cmsfs-fuse, hmcdrvfs, hsavmcore, zdsfs and zdump to
the new API, and adapt associated Makefiles to link the new library.

f2f572fa70 hmcdrvfs: Direct --help and --version output to stdout
hmcdrvfs writes output for --help and --version to stderr. This is
likely because hmcdrvfs calls into a FUSE function for additional
usage output that also writes to stderr (prior to FUSE 3.0.0).

To be consistent with other s390-tools and GNU coding guide lines,
fix this by using stdout for hmcdrvfs generated output, and by
redirecting stderr to stdout before calling the FUSE function.

983a72dab9 hmcdrvfs: fix parsing of link count >= 1000
hmcdrvfs will ignore files with a link count >= 1000, due to an inconsistency
in the input data. The parsing code relies on having spaces between the
different fields in its input data. When a file has a link count >= 1000,
there will be no space, and the "link count" field will be placed directly
after the previous "mode" field. This will confuse the parser, and all such
files will not be accesible.

The "mode" field will never contain digits, so in order to fix this issue,
the parser can recognize the "link count" field by the presence of a digit.
