0b4686dd76 zdev: Fix IPv6 NDP proxy description 
Currently, the qeth attributes that are used to configure IPv6 NDP proxy
are described as ARP proxy attributes. This patch changes the titles and
descriptions from ARP to NDP.

This commit is based on the s390-tools-1.39.0 version.

 - Add MIT license to all source files
 - Add LICENSE file
 - Transform REAMDE to README.md (markdown)

 - Add CONTRIBUTING.md file
 - Move changelog from README to CHANGELOG.md file
