Convert comment encoding from ISO-8859-1 to UTF-8 to avoid encoding
mismatches and simplify future maintenance.

Align the libvtoc comments with the change introduced in the kernel
by commit 8f2bc80c6ef8 ("s390: ebcdic: convert comments to UTF-8").
