Marc Hartmayer 24e285ce02 common.mak: Use '?=' assignment operator for 'CROSS_COMPILE' ...

This fixes the following error:

$ make CROSS_COMPILE=s390x-linux-gnu- HOST_ARCH=s390x
../../../common.mak:117: *** Please specify CROSS_COMPILE=... and try it again!.  Stop.

$ make --version
GNU Make 4.4.1
