Marc Hartmayer d6fc4921fb utils: Read hybrid HKDs ...

* Add `HkdVersion` (classic or hybrid) and `HkdVersionSelection`.
* Add `get_verified_hkds_new` that returns a list of verified HKDs
  read according to the given `HkdVersionSelection`.
