Sven Schnelle 7095da9f9d dumpconf: add options for ldipl ECKD devices

Add the following options to dumpconf so that LDIPL ECKD devices
can be configured for dumping:

br_chr: (optional) location of boot record
device: ccw device
bootprog: boot program selector
