Jakob Naucke e1245ed4e5 rust/pv*: Use pv_core::Error in pvapconfig

For the parts of pvapconfig::ap to be moved to pv_core, use
pv_core::Result<a>, i.e. Result<a, pv_core::Error>, instead of
Result<a, String>.
