Revendor github.com/Microsoft/hcsshim

1. Revendors github.com/Microsoft/hcsshim to the latest known good commit.
This includes numerous bug fixes and improvements.

2. Vendors indirect dependency on go.opencensus.io since hcsshim now uses trace
correlation.
