Use node-e2e framework for testing cadvisor
**What this PR does / why we need it**:
With cadvisor checked out in your gopath, we can now run cadvisor integration tests: `make test-e2e-node TEST_SUITE=cadvisor`.
This has a number of advantages:
* we can use the same images to test both, configured the same way.
* we will now get cadvisor logs from the integration test.
* we can now use the familiar node-e2e arguments to specify images to test with cadvisor
* no more managing snowflake VMs for cadvisor.

The core of the matter is to use `ipcs` from util-linux rather than the one from busybox. The typical SELinux policy has enough to allow Docker containers (running under svirt_lxc_net_t SELinux type) to access IPC information by reading the contents of the files under /proc/sysvipc/, but not by using the shmctl etc. syscalls.
The `ipcs` implementation in busybox will use `shmctl(0, SHM_INFO, ...)` to detect whether it can read IPC info (see source code [here](https://git.busybox.net/busybox/tree/util-linux/ipcs.c?h=1_28_0#n138)), while the one in util-linux will prefer to read from the /proc files directly if they are available (see source code [here](https://github.com/karelzak/util-linux/blob/v2.27.1/sys-utils/ipcutils.c#L108)).
It turns out the SELinux policy doesn't allow the shmctl syscalls in an unprivileged container, while access to it through the /proc interface is fine. (One could argue this is a bug in the SELinux policy, but getting it fixed on stable OSs is hard, and it's not that hard for us to test it with an util-linux `ipcs`, so I propose we do so.)
This PR also contains a refactor of the code setting IpcMode, since setting it in the "common options" function is misleading, as on containers other than the sandbox, it ends up always getting overwritten, so let's only set it to "host" in the Sandbox.
It also has a minor fix for the `ipcmk` call, since support for size suffix was only introduced in recent versions of it.

Skip NoNewPrivileges test when SELinux is enabled

A bug in the SELinux policy prevented NoNewPrivileges from working on Docker with SELinux support enabled.
The problem has been fixed upstream (see projectatomic/container-selinux#45)
But hasn't been backported yet (a fix might come in RHEL 7.5)
For now, let's skip the NoNewPrivileges test when SELinux support is enabled in Docker.

kubelet: remove the rktshim directory
This package contains only placeholders without actual implementation.
Since it is not currently under active development, remove it to avoid

Created bootstrap logic for vSphere test

Add bootstrapping logic and Context for vSphere tests. This context can be utilized to hold information like node-vsphere mapping, which needs to be initialized only once per test suit run.
sync.Once takes care of executing bootstrapping only once for all the specs. 'waiting' channel takes care of making sure that parallel test spec executions wait for bootstrapping to finish before moving on.

This container will be used to exercise the HostIPC functionality in
e2e-node tests.
The version of `ipcs` shipped in busybox performs operations that get
blocked by SELinux on hosts where it is enabled. The version of `ipcs`
in util-linux does not perform those operations, rather it checks
whether the /proc files it needs are available and proceeds to reading
from them directly.
Using `ipcs` from util-linux makes these tests pass, even when running
under SELinux enabled, so let's use them here.
Tested: On a host where Docker with SELinux enabled:
- Checked that `ipcs` from busybox does not work:
$ docker run busybox ipcs -m
kernel not configured for shared memory
- Checked that the one from this container does work:
$ docker run gcr.io/kubernetes-e2e-test-images/ipc-utils-amd64:1.0 ipcs -m

Expand the use of "1M" to the corresponding number of bytes, since
support for size suffix was only added to `ipcmk` in util-linux 2.27
which is not yet available in some Linux distributions.
Tested by running `make test-e2e-node` against distributions with ipcmk
that supports and doesn't support the suffix syntax, all of them passed.
A bug in the SELinux policy prevented NoNewPrivileges from working on
Docker with SELinux support enabled.
The problem has been fixed upstream:
https://github.com/projectatomic/container-selinux/issues/45
But hasn't been backported yet (a fix might come in RHEL 7.5)
For now, let's skip the NoNewPrivileges test when SELinux support is
enabled in Docker.

Rename package deviceplugin => devicemanager.

Don't remove APIService from apiHandlerManager when its Available Conditions is not True
**What this PR does / why we need it**:
I use my own apiserver works together with `kube-apiserver`, i have a custom resource: `databases` and created a `database` named: `db-name-1`.
When this apiserver is down(for example: OOMKilled), `kubectl get databases db-name-1 -v 10` returns `404 NotFound`:

When Docker is using the journald logging driver, there will be no JSON

Support for custom tls cipher suites in api server and kubelet
**What this PR does / why we need it**:
This pull request aims to solve the problem of users not able to set custom cipher suites in the api server.
Several users have requested this given that some default ciphers are vulnerable.
There is a discussion in #41038 of how to implement this. The options are:
- Setting a fixed list of ciphers, but users will have different requirements so a fixed list would be problematic.
- Letting the user set them by parameter, this requires adding a new parameter that could be pretty long with the list of all the ciphers.
I implemented the second option, if the ciphers are not passed by parameter, the Go default ones will be used (same behavior as now).

The ciphers in Go tls config are constants and the ones passed by parameters are a comma-separated list. I needed to create the `type CipherSuitesFlag` to support that conversion/mapping, because i couldn't find any way to do this type of reflection in Go.

Fix policy conflict in the CPU manager node e2e test.
**What this PR does / why we need it**:
After graduation of the CPU manager feature to Beta, the CPU manager `none` policy is ON by default. But when the CPU manager is set to use `static` policy in the node e2e test, there will always be a conflict with the policy checkpointed in the disk. This PR fixes that by deleting the state file where required.
Manually tested in an `n1-standard-4` instance with `Ubuntu 16.04` image on GCP, which is the same machine and image type as one of the configs used in the node e2e tests.

Allow Ceph server some time to start
Ceph server needs to create our "foo" volume on startup. It keeps the image small, however it makes the server container start slow.
Add sleep before the server is usable. Without this PR, all pods that use Ceph fail to start for couple of seconds with cryptic "image foo not found" error and it clutters logs and pod logs and makes it harder to spot real errors.

Explicit kubelet flags
The Kubelet was using the global flag set.
Libraries also often use the global flag set.
There are flags in the Kubelet's usage statement for which the Kubelet does not control registration.
This is bad, we must have full control of our command-line API.
This PR puts a stop to it.
I worked through the Kubelet's usage printout and tracked down the flags.
In the below list, flags with checkboxes are one of:
- explicitly **registered** in this PR
- thought about and outright **rejected**
- thought about and **registered-deprecated** for legacy reasons
For the others we need to figure out whether they should be **registered** or **rejected** or **registered-deprecated**.

This explicitly registers Kubelet flags from libraries that were

Node e2e non docker specific

Make node e2e test generic to container runtimes.
With this change, other than tests with `[Feature:Docker]`, all tests can run against all CRI container runtimes.
Note that this PR also marks cpu manager test as `Serial`, because it restarts kubelet during the test. It doesn't cause problem in regular node e2e suite today, because it is skipped if node has less than 2 CPUs, which is the case for our test environment. /cc @balajismaniam

test: e2e: support NFS test on overlayfs
TL;DR; NFS is not supported over overlayfs. In CRI-O we default to
overlayfs as the storage driver, therefore running the NFS test always
fails to export the directory. This patch adds a volume mount from the
host so /exports isn't on overlayfs anymore.

Split the NodeController into lifecycle and ipam pieces.
**What this PR does / why we need it**: Separates node controller into ipam and lifecycle components.
Prepatory work for removing cloud provider dependency from node
controller running in Kube Controller Manager. Splitting the node
controller into its two major pieces life-cycle and CIDR/IP
management. Both pieces currently need the the cloud system to do their work.
Removing lifecycles dependency on cloud will be fixed ina followup PR.
Moved node scheduler code to live with node lifecycle controller.
Got the IPAM/Lifecycle split completed. Still need to rename pieces.
Made changes to the utils and tests so they would be in the appropriate
package.
Moved the node based ipam code to nodeipam.
Made the relevant tests pass.
Moved common node controller util code to nodeutil.
Removed unneeded pod informer sync from node ipam controller.

Bump pause container used by kubelet and tests to 3.1

This allows the e2e node test framework to generate a kubelet config
file containing the defaults it would typically pass to a test via
flags, rather than passing these defaults as flags.
Prepatory work fpr removing cloud provider dependency from node
controller running in Kube Controller Manager. Splitting the node
controller into its two major pieces life-cycle and CIDR/IP
management. Both pieces currently need the the cloud system to do their work.

e2e: Only create PSP if RBAC is enabled

Make ConfigOK status messages more human readable
This makes the ConfigOK status messages for dynamic config more human readable by including the path (e.g. SelfLink) to the object. The messages used to include the UID, but this was kind of useless, because there's no way to GET an object by UID.

e2e: test containers projected volume updates should not exit
The mounttest container should be running until the test determines to
give up (i.e., time out) and kill it. It should not exit prematurely by
itself. Bump the `--retry-timeout` to a much higher value.
The local-volume bootstrapper/provisioner configuration format changed in
https://github.com/kubernetes-incubator/external-storage/pull/352
This format is exposed in v2.0.0 of the provisioner and boostratpper images.
This PR updates the e2e test config, so that the existing tests continue
to work.

Gke spec tweaks

This PR removes two unnecessary requirements for the GKE node image validation spec:
- The "vim" package doesn't need to be installed, as a vim environment is already available and the full "vim" pacakge installation takes some precious disk space.
- The linux headers are not needed for the kubernetes node and cluster tests to succeed, and again, take unnecessary disk space.

Add scheduler benchmark tests for PodAntiAffinity rules
**What this PR does / why we need it**:
This adds a benchmark test that measures the scheduling latency of pods with PodAntiAffinity rules where topologyKey=kubernetes.io/hostname.
Additionally, this PR imposes a minimum `b.N` value to make the test results more meaningful.
The benchmark is needed to validate any performance improvements made for #54189.

Cleanup api service before namespace deletion.

https://github.com/kubernetes/kubernetes/pull/57254 helps but is not enough for the fix. After https://github.com/kubernetes/kubernetes/pull/57254, I saw another failure https://k8s-gubernator.appspot.com/build/kubernetes-jenkins/logs/ci-cri-containerd-e2e-ubuntu-gce/1057.
Before, all test after Aggregator test would fail. Now all tests before/after Aggregator tests are passing. However, during the Aggregator test waiting for namespace cleanup, all the other tests are failing. Aggregator test takes 10min to wait for namespace cleanup.
The reason is that, `BeforeEach`s run in LIFO order, `AfterEach`s run in FIFO order. `NewDefaultFramework` inserts an `AfterEach` function to do namespace cleanup.
In the current code, the namespace cleanup `AfterEach` is inserted by `NewDefaultFramework` before `cleanupTest`, it means that the test will try to delete namespace first, and then cleanup the api service. However, as known to us, if api service is not cleaned up, namespace deletion will wait forever.
In this PR, we reverse the `AfterEach` order. A better solution is to put `BeforeEach` and `AfterEach` in an internal `Describe`. However, since we don't have an internal `Describe` in this test, I just reverse the `AfterEach` order directly.

This adds new benchmark tests that measure scheduler latency of pods
that use affinity rules. Specifically, this tests affinity rules with
topologyKey="kubernetes.io/hostname".
Under the default behavior of Go benchmark tests, all our scheduler_perf
benchmark tests run with b.N=1, which is lower than we would like. This
adds a lower bound to b.N so that the results are more meaningful.
The alternative to this change is to always run these tests with the
-benchtime flag set to a duration which will force b.N to increase. That
would cause any test setup to be executed repeatedly as b.N ramps up,
and -timout would probably also need to be set higher.

make sure of deleting archive
**What this PR does / why we need it**:
Exit() causes the current program to exit with the given status code, but deferred function does not run.
TL;DR; NFS is not supported over overlayfs. In CRI-O we default to
overlayfs as the storage driver, therefore running the NFS test always
fails to export the directory. This patch adds a volume mount from the
host so /exports isn't on overlayfs anymore.

Collect all the assorted image URLs from e2e tests in one place
utils/image/manifest has an additional `arch` parameter, which determines
whether an image ends in `-$ARCH` (like `-amd64`).
All locations that previously had gcr.io urls referenced in costants or inline
have been updated to refere test/utils/image.
**What this PR does / why we need it**:
Previously, all sorts of `gcr.io/` URLs were scattered all over the E2E tests codebase. This PR unifies them all in one place, making it easier to see what is needed to run the E2E tests, as well as making sure all tests use the same version of docker images.
Heptio is working on a project to get the E2E tests running in airgapped environments. Part of that task is collecting all images in one place. A future PR will allow modification of the registry URLs to point at a private docker registry.

The linux headers take significant disk space and are not necessary to
run kubernetes on a GKE node. User logging on to a node can trivially
install the kernel headers should they need to by running "apt-get install
linux-headers-$(uname -r)".

The minimal Ubuntu image used on GKE nodes provides the vim editor as
part of system packages, as "vim.tiny". People logging on the nodes have a vim
environment available despite the "vim" package not being installed.

Resize targeted MIG to one to fix flakes when initial size of it is zero. Scale-up from zero doesn't make sense in this scenario, and the test assumes there will be always at least one node.

The e2e_node test environment setup script is hard coded to pull down a
quite old version of util-linux in order to build nsenter on trusty,
which sadly is well known to not include an nsenter executable.
While "just a test", it's unfortunate to be building from really old
util-linux sources when newer are available.

There's a bit of a hack in place to insure nsenter is present on Ubuntu
trusty, which doesn't otherwise include it. This downloads util-linux
to a hard coded directory in /tmp which is a bad practice. Even though
"this is just a test case" it should properly use mktemp.
