Spencer Hance 5f8dc48fbe Fix unnecessary recreation of placeholder EndpointSlice ...

Fixes Issue 108231 by checking `slicesToDelete` in the EndpointSlice
reconciler for a pre-existing placeholder slice.

Also adds a helper function for comparing the slices.
