The API server argument --admission-control is deprecated.
Use the following arguments instead:
  --enable-admission-plugins=NodeRestriction
  --disable-admission-plugins=PersistentVolumeLabel

Add comment that PersistentVolumeLabel should be removed at some
point in 1.11.
