Remove the kubelet's `--cloud-provider=auto-detect` feature
**What this PR does / why we need it**:
Set no cloud provider as the default in kubelet, remove deprecated explain and variable.
This PR covers step 3:
`v1.10 - completely remove the option to use auto-detect`
