tests: Refactor _test_pci_multiple_segments

Extract common PCI multiple segment disk test logic into
_test_pci_multiple_segments() and reuse it from the test case.

Switch guest creation to GuestFactory in test_pci_multiple_segments
and pass segment values through helper parameters.
